There is a piece of ftp software called Filedrive that could do most of this
(the transfer bits anyway). Once you get your server to dial each of the
remote sites, a scheduled (or manually initiated) transfer can be kicked off
to deal with each of the remote sites in the appropriate manner, i.e. push
the relevant files to the clients & pull the required files from the
clients. (the client version alone will do this)

The software is available for most UNIXES and also NT, (I think the NT
server end is still under development though). It's quite fancy in that it
supports SSL, Break / Resume, built in scheduler, decent ftp browser (on
Win32 - the best I've seen yet) and all sorts of other things. The server
end also supports complex mirroring configs (how complex can you get ?) as
well as virtual users, active agents (hooks to call any kind of script you
like when all sorts of events happen) and other mad stuff too. The windows
client is a bit strange in how you configure it though . . .

I'd recommend a look at it . . .
