[CLUG] kppp weirdness

Perhaps someone can help me explain why the old 586 server next to me
exhibits the following:
1. under RH 5.2 until last week, it could dial an ISP and make a
connection but never at more than 32Kb/s. Using netcfg script.
2. under RH 6.2 as of last week, it reported 56Kb/s (and a speed
trial showed that it was really getting it). Using kppp. And there was
much rejoicing.
3. under RH 6.2 reinstallation (identical) it now dials, logs in, runs
ppp -- and instantly disconnects with "Peer is not authorised to use
remote address xxx.xxx.xxx.xxx" (the dynamically-assigned IP address
from the ISP's DHCP server). Using same kppp. Loud boos all round.
Nothing to do with bleedin' authorisation -- this even happens on the
free access ISP lines. Weird.
