[CLUG] pump, dhclient and DHCP

So I decided to replace pump with dhclient, mainly because pump has trouble
when you kill it and start it again (which is what happens when you do
ifdown eth0 ; ifup eth0).

So I kill pump and start dhclient, which also fails to start.  Why?  Because
when pump dies, it manages to hog the socket 0.0.0.0:68, which is what a
dhcp client needs to listen on.

So now I can't start *any* DHCP client, my IP address is going to time out,
there will wailing and gnashing of teeth and I'll have to reboot the box...
unless... one of you brave souls can tell me how to tell the kernel to
forget about 0.0.0.0:68 so that dhclient can listen on it.
