Requiring it doesn't create a violation but if the last bit of a comment 
by a Debian dev on my blog post iimplied that if you modified an 
existing GPLed project so it used PEAR DB then there would be a violation.

"Incidentally, you can modify your code in WPMU and add PEAR support all 
you want, because you’re the copyright holder. But if you’ve modified 
original WordPress code and added PEAR support, you might want to talk 
to Mark about it, because technically there’s a contradiction in the 
licenses, and Mark could sue you over it for violating his copyright. 
(I’m not implying he would; just making an observation about the law.)"

I don't pretend to understand what the distinction is because PEAR DB is 
just another lib on your system. The article I linked to quotes the FSF 
as recommending an exception for PHP software be added to your GPL 
license. If you don't bundle you're probably fine :)
