[ILUG] OT: Phone cables

Hi all,
Sorry but I have a little q.

I have a HP PAlm top here, with a canadian phone cable, into a pc-card
modem.

I can't seem to connect to a dial-up ISAP. 
Are Canadian phone cables the same as US cables? As in they need ring and
tip changed/reversed?

Any help would be great.
