[ILUG] mp3 encoder

Have a look at Gogo linked from freshmeat.net for a VERY fast MP3
encoder.
You need nasm to compile it which explains some of the reasons for it
being so fast.

I encoded a 26MB wav file in just over a minute.. nice 0, and other
processes running. Didn't impact my machine at all! 

By default it didn't handle a 16 bit, mono 11025 Hz wav file very well,
but I presume you can override some of the defaults..
