The "fairest" way to do it is probably to pick hosts at major 
exchange points, like MAE-East, MAE-West, LINX, AMSIX, DIGIX, INEX 
(well, why not!) Spint NAP, and CIX.
You should pick hosts on different backbones at the exchanges, since 
exchanges can often introduce delays of their own and you want to 
average this out. This strategy will reward ISPs with good peering 
and transit relationships, which is what connectivity is all about.
