Small Linux is designed to boot in 2 meg http://smalllinux.netpedia.net/
you'll also find tinyX files there. Alternatives are the likes of muLinux,
tom's root 'n' boot or picoBSD but they all need at least 8 meg 'cos they
run in ram.
