Yes... I think so.  /usr/X11R6/bin (link from /usr/bin/X11) contains
binaries which are distributed as "part of" the X Window System, and the
general mass of binaries goes in /usr/bin.  There are still plenty of
things in /usr/bin, however, which link to X libraries.  The FHS does have
something to say on this subject, and Debian sticks fairly closely to it.
