newer sendmail (8.9?) has this already, hoststat. It maintains a cache of
status of previous delivery attempts. If a host was down, or timed out
sendmail will put give future mails to that host lower priority, until
either the cache entry expires or the hosts status changes.

there's also a hoststat command which will list the cache.
