Nope, the disto people are responsible.

In the case of Unison, Unison are responsible for issuing the GPL and the
source to all GPL'd code they used (but not to their own binary only modules
that they are using that are not in, nor have touched the internals of, the
kernel).  Powercity are not responsible for telling you what the GPL is.

Retailer!=Distributer, basically.
