Town names are chosen based on IE domain names?

I don't know. But if you want to find out, why not approach Cork County
Council, for instance, and give a brief overview of the advantages of
the DNS over hosts.txt with particular emphasis on the concept of
delegation of authority.
Tell them that if they register cork.ie they could delegate domains below
that, as you suggest. Sell it to them as being a good thing for them to
do for their county, their community and .IE in general. They could be
pioneers - the first county council to do something useful with their
name (as opposed to the many 'useful' county council websites that are
around)

Attendances at meetings are listed on the website. Check the mailing
list archives. Look through the ODPH stuff to see the process that
brought about the current rules. Oh, and use the IEDR-FORUM list - that
way something might happen out of this talk.
