Unless I'm very much mistaken, only if the patch were not submitted to
and accepted by the mailman people, and subsequently incorporated as
part of the standard distribution would you be forking mailman. I can
understand a reluctance to invest effort in a patch that might not be
accepted as standard due to a reluctance to fork if that were the only
option, but it is simply not correct to suggest that every patch to a
project forks it.
