This procedure may be a bit easier:

There are binary packages for rpm-4.0 (and db3, needed as well) at
	ftp://ftp.rpm.org/pub/rpm/dist/rpm-4.0.x
The *.6x* packages are in version 3 package format and can be installed
by any version of rpm-3.0.x.

You will need all of
	db3-3.1.14-0.3.6x.i386.rpm
	db3-devel-3.1.14-0.3.6x.i386.rpm
	db3-utils-3.1.14-0.3.6x.i386.rpm
	rpm-build-4.0-6x.i386.rpm
	rpm-devel-4.0-6x.i386.rpm
	popt-1.6-6x.i386.rpm
	rpm-python-4.0-6x.i386.rpm
	rpm-4.0-6x.i386.rpm

Save a copy of /var/lib/rpm/packages.rpm (and /bin/rpm as well) somewhere.

Download all of the packages, and install in a single transaction set. That
means, assuming all the packages are in the current directory, you should do
	rpm -Uvh db3-* {rpm,popt}-*
(Note: I believe that you can install the db3 packages before rpm, but it's
been a while and I've forgotten.)

Immediately do
	rpm --rebuilddb

Find other packages that depend on rpm
	rpm -q --whatrequires librpm.so.0
Rebuild those packages from the Red Hat 7.0 src.rpm's.
