It doesn't remedy the breach but by "forgiveness" what RMS is talking about 
is a commitment from the developers that they will not take any action as a 
result of this breach and also that they are re-granting the license to the 
people who breached it.

If a contract is breached, the contract becomes null and void and no 
parties are bound by any of the terms anymore. So there is no problem 
reissuing the licence,
