Cause 27 means the destination was "out of order".

This suggests to me that layer 2 (PPP or whatever) is
incorrectly configured for your HiSax card. So when it
can't negotiate the appropriate L2 protocol with what ever
ISP you're calling, it disconnects locally?

See what info/config you can glean from the doze setup
and try to duplicate it in the Linux setup, especially
the layer 2 settings.

MSN = Multiple Subscriber Number
You can enter multiple numbers into the TA/card, so if you get 
multiple numbers for the ISDN line you have, the calls can be
treated differently depending on the number presented in the
incomming call. This shouldn't have any affect for you dialling
out.
