Is it _just_ the processor that's now running slower, or 
is the whole motherboard bus running slower as well?

If it's just the CPU, then it's unlikely to be a problem
with the MB/RAM.

However, given that RAM is easy to mess around with, I'd
suggest that you pull RAM from a working machine and bung
it into yours and see if it makes any difference.

However, it is possible that previous overheating of the
CPU has permanently damaged it.

There's a lot to be said for on-board temperature sensors :-)
Now if only Intel and AMD would put a solid state temperature
sensor on the die (or at least embedded into the package) and 
bring it out to two pins for the motherboard's LM78 to sense.

_That_ would be really useful...
