Very good way of doing it.

Fetchmail can be configured to deliver mail from a certain pop3 account
to a certain named local user.

Yeah, but the DOE being what it is, do you think you could afford it?
You could automate the creation of a .fetchmailrc for root to make it
easy to add new users..

Had it at home with 3 users.
Usual plug here, check http://cork.linux.ie/projects/install-sendmail/
Run the script you find there and answer the questions. Tell it the
mappings you want to do, ie. local user joe is actually
joe987 at yahoo.co.uk and any mail sent out from joe should be from the
yahoo.co.uk account. Might be a problem sending mail to local users,
can't recall now..
My script will also create a .fetchmailrc for you which gets put in
/root/ if you want to(explained in the script), take a look at that and
it should be easy to wrie a small script that'll run through usernames
and create new entries for new users.
