It shouldn't make much of a difference here but if you went from 8.0 to
8.2, is it possible that you could have missed out some packages from
8.1. You could try installing rather than upgrading the 8.2 distro. The
missing package thing should give a different error though.
Alternatively the # comment may be one space in from the start of the
line and is not being interpreted as a being a comment (or is that
php?).
