ftp.iol.ie and users.iol.ie (iol.ie) are virtual FTP servers running on the
same machine using the same program (the two services were separated for
administrative reasons a couple of years ago).  Apart from the IP address,
there is no difference whatever between the two services at a layer 3 or
layer 4 level (i.e. the two protocol layers that actually matter in these
circumstances).

Well, as your extensive diagnosis indicates that the real problem is at
IOL's end and that this couldn't possibly be anything to do your your setup,
why shouldn't you?  It's a pity that they just aren't able to fix a problem
like this for N months.  Don't you just hate ISP's which provide a shite
service?
