Yep ... 

You're looking for either Diald (I'm not sure which incarnation is current
any more) or the "demand" option of pppd ...
Either should work in this situation, although you'll want to play with them
a bit to get them just right ... You'll often have to hit the 'refresh'
button on the browser after a few seconds to allow for the IP change, but I
think that has been sorted.

Diald has the options to allow better control over when you dial (useful for
the lucky sods in SNL land) and how long it stays up after dialling (when
you're paying per unit). All in all, worth checking out, there are many
happy users on this list ....
