Something is definitely amiss here:

You say that you have an Xpert2000Pro, but this:

Refers to ATI's older chipsets (Mach64CT/VT/GT, Rage1, Rage2c and Rage Pro)
Is it possible that you have an onboard graphics chipset in addition to
your Xpert2000Pro.

ALso, just to verify what the Xpert2000Pro is like: Does it have a
heatsink?,
and please verify that it is an actual card and not integrated on the
motherboard.

I would just expect that my kernel would be able to see the card as I have
the drivers installed but don't think that it can.

I have looked as the output from another computer at work today with an ATI
card and it looks like this.

# scanpci -v

pci bus 0x1 cardnum xxxx function xxxxxx: vendor xxxxxx device xxxxxx
 ATI  Mach64

Would it be possible that I have to tell the kernel where to find the
card?

I have a 2.4.8 kernel with XFree86 4.1.0
