[ILUG] www site updating for non-techy users securely

what is the best way to securely allow non-techy users to update a 
www site on the internet?

i really would prefer not to use FTP.

So what options are out there to allow windows point-and-drool type 
people to update web sites? eg, WebDAV - how well supported is that 
in the windows world?
