I made my own (bitmap) font[0] a while back, with "xmbdfed"[1]. It'll let
you painstakingly make a BDF file, which can be converted into one of X's
own fonts (with /usr/X11R6/bin/bdftopcf).
For making scalable vector fonts, I think you are talking big money.
