Check if "modem" is part of /etc/ppp/options, afaik some versions of
gnome-ppp don't add this onto the pppd options. Kppp probably does.
I know that sorted a problem one of my friends had with it, but I
don't use gnome-ppp or Kppp. Try a tail -f /var/log/messages or
/var/log/ppp.log just before you're connecting and see if anything
interesting comes up if that doesn't work.
