Following a discussion on ILUG about a year back, a group of 16 of us
got together and now have a server hosted by VIA networks in Ireland,
at a cost of roughly £40 per person per quarter. We provided the
machine, configured it, and maintain it ourselves, so we're paying
for hosting only.

Shell access or just domain/ftp/email hosting?

Well, I'm sorted, but I can highly recommend this as an approach to getting
yourself a permanent post on the net for anything you want to do.
