'make' operates on a Makefile in the current directory. Most 
distributions ship with a Makefile in /etc/mail which will check for any 
changed text files and generate a hash database as appropriate. Running 
make should be a no-risk operation. If it fails or there is no Makefile 
you can do it manually with the makemap command line you found.
