Weird. That usually only happens when you're running some other
program that locks the directory.

Try
	ps ax|grep apt
	ps ax|grep dselect

Or anything else that might be a Debian package tool. If they're
there, kill the offending processes and try again. If not, I'd suggest
posting to debian-user at lists.debian.org.
