They could easily make Ireland the e-commerce hub of the world,
and still have no home user dialup internet services in the country..
The success/failure of the 'e-commerce hub[1]' concept will be based
on the number and size of datacentres with huge customers... not
how many people are online..

If Microsoft moved their billing/payment system for .NET to Ireland, and 
Cisco moved their online ordering system to Ireland, and then maybe
get VISA to move their credit-card clearing system. - then we'd
suddenly have a *huge* amount of e-commerce transactions... and
be the biggest e-commerce hub[1] in the world... 

It has nothing to do with end-user internet usage[2].


[1] Isn't is so Irish to seek to be a hub, why not a switch or something
    more up-to-date..
[2] Except that increased internet usage should increase the number of
    people who are internet aware/skilled, which would then help with
    staffing the datacentres....
