Sure, but what's the question ? 

a/ Do you want to create an ISOC chapter for Ireland
b/ Do you want to have the ammo to go hassle the ODTR, Eircom your TD
   etc. to unbundle the local loop so that people and telcos can 
   deliver high speed internet services

I think that they are two completely separate questions, unless the
question you are asking is:

Do you want to create an ISOC chapter so that it will go and do (b).

In which case I think we're right back into the middle of classic
Irish style politics, in which case I'd have to respectfully disagree
with you..

I'm all for doing (a) and (b), but my preference is that we do (b) first.
I don't think that putting effort into (a) necessarily makes it any easier
to do (b).

This whole thread started on (b) (well, on a variation of b)..

Now - if we already had a community supported, and community respected
ISOC chapter, then we could use it as an additional name on the bottom
of a complaint to the ODTR... but we don't.. and to rush one through
is a bad move (IMHO). (or IMAO - depending on how you see it)

I didn't get a feel from you emails on what you saw as the possibilities
of a mass of individuals putting pressure on the ODTR to move on LLU ?
I know you don't believe that one or two people with a petition will work,
and I agree with you on that... but what about a steady flow of faxes and 
emails
from the population of ILUG, IIU, ie.* and anywhere else, representing 
themselves,
their companies etc... 

Do you think that will have any effect ?

Then you do a Mark Thomas Comedy Product job on the ODTR, and after you have
sent in your faxes and emails, you follow up with a FOI (Freedom of 
Information)
request, asking to see copies of any internal emails which mention you..
So you get to see what they are saying/doing about your query.. 

Then you follow up with your local TD / representative...
