[ILUG] too many open files ....

Hi,
I'm running SuSE 6.3, 2.2.16 on a PIII 600.
I'm getting an error message, "too many open files on system" .. and I'm trying to track down the problem. I've checked the /proc/sys/fs/file-nr and doesn't look like it's in trouble, it reads "4096 70 4096"
I've also edited the files, and recompiled the kernel
/usr/src/linux/include/linux/fs.h
/usr/src/linux/include/linux/limits.h
to increase the NR_OPEN variable ...
My question really is, where is the error comming from? Or how do I find out what's causing it?
Any ideas?
