This was a direct copy & paste quote from the website.  

That said, it *is* a good deal in the context of Ireland, ie they don't charge 
so all you've got to pay for is the ISDN line, whose expense is not the fault 
of UTV Internet.  Sure, ADSL would be nice, but we don't got it.  Any other ISP
would charge you for your dual ISDN service too.
