[ILUG] What does 'Changing network settings' mean in simplest of all cases?

Hi,
    I do not wish to hurt anyone, but I was a bit dis-appointed at the kind of response that I got from ILUG members. All I asked was 'How can I change network settings like IP/ netmask under RHL 7.2, without rebooting the system after making the changes. This is because Linuxconf does not work properly. And so does /etc/init.d/network restart. New IP/netmask is applied only when I reboot the system'.
    But I got a lot of vague answers. Some asked 'What exactly do you mean. What are you trying to change ?'
    I ask 'What does "changing network settings" mean in simplest of all cases?'
