[ILUG] What does 'Changing network settings' mean in simplest
of all cases?

And you were told how. Change the settings manually in the network scripts
in /etc/sysconfig then restart networking.

/etc/rc.d/init.d/network restart will restart the networking and use the
new settings from the files. Use ifconfig to check the settings.

It's a very vague question.
