John Madden's reply had almost everything you need. Why not try
  /etc/init.d/network stop ; /etc/init.d/network start
instead of simply calling it with "restart". Although that shouldn't
make a difference.
Files you need to edit are /etc/sysconfig/network-scripts/ifcfg-eth0
/etc/sysconfig/network and maybe /etc/resolv.conf
Use gedit, kword or any number of editors found in the KDE/Gnome menus
if you're not familiar with traditional Unix text editors.
I had this problem with a windows box myself.. had to run a shell script
with the "route" command from a batch file on start-up :)

All I asked was 'How can I change network settings like IP/ netmask under RHL 7.2, without rebooting the system after making the changes. This is because Linuxconf does not work properly. And so does /etc/init.d/network restart. New IP/netmask is applied only when I reboot the system'.
