It shouldn't cost anything.. details of how to get an IP address
are covered on the RIPE WWW site
The first link is the application form that RIPE (as the managers of
IP space in Europe) expect from your ISP (which your ISP should
get you to fill in - or their own version of the same form)
This second link is the supporting documentation and explanations
that go with the first form...
You should be able to get assigned a class C address by your upstream
ISP if you can justify it based on the two links above.
However, this assignment is temporary (so if you move ISPs, you
give the addresses back) which is why it's criminal to charge
If you want addresses to keep - read the sections on
Provider Independent address space in the notes above, and ask
yourself if you really want the hassle associated with
small PI address blocks in the current internet.
If you don't need public internet address space then
use some of
172.16.0.0/16 -> 172.31.0.0/16
192.168.0.0/24 -> 192.168.255.0/24
