The bit that mightily pisses me off about this procedure is that as far as I
can see ISPs now regard IP addresses as being in their gift and charge
accordingly. Routable IP addresses are of course a scarce resource, largely
because of stupid decisions made years ago, but we all know about the
benefits of hindsight :-) If charging for IP addresses is designed to manage
scarcity by price, a classic form of rationing, I'd like to know where the
money so obtained goes - into the coffers of the ISP, no doubt.
