I've never noticed it. Anybody else?

Of course, since an ssl cert [0] Costs Money [1] it wouldn't seem
unreasonable to waste an IP address along with that.

[0] ... signed by an authority with a cert in most browsers.
[1] Thawte charge about $100/yr, IIRC...?
