 Yeah, but on a load balancer, ipvs places the packet in the post routing
chain, rather than letting netfilter placing it in the output chain as per
usual.

 You can do *some* operations on said packet in the post routing chain,
but as far as I know, the netfilter BALANCE module doesn't work on the
post routing chain.
