You're right, they can't both run on the same IP address (using the 
same UDP port :)

You've got to do it the other way round: Install dnscache to handle 
all queries from your LAN (on an IP address the LAN can get to). 
Install tinydns on 127.0.0.1 on the same machine. Tell dnscache to
forward queries for the LAN to tinydns. Tell dnscache to forward
all other queries to the external DNS servers. Done!
