Oh, come on.  She sent a completely inappropriate mail to a linux
mailing list and directly to a bunch of list members.  The issue of
whether to allow recruitment agencies post to the list has been
discussed before and the general consensus has always been that they
shouldn't be permitted and only companies actually hiring people
should be permitted to post here.

It's still spam and shouldn't be tolerated.
