I wasn't pointing fingers.  I just noticed the curious date coincidence.

'Course, the PLO has few options left other than terrorism:  They blew
off their former sponsors among the Gulf oil states by backing Iraq in 
the Gulf War.  Immediately upon which, their allowances got cut off.
