[ILUG] Newby XFree86 4.0.3 Config. Trouble

you need to make sure the kernel module is loaded.

as root run
lsmod

and check for NVdriver in the output.

If it's there, then you need to check the devices exist. There should be
/dev/nvidiactl
and a few others.

If you have DevFS enabled, they aren't created, so you need to create them
each time the machine is booted. There is some documentation on this on the
NVidia site, and I don't have any machines with NVidia cards any more, so I
can't send you my scripts.
