Actually Nyquist says you should sample at twice the highest frequency
that the signal contains.

Since voice is from 300 - 3400hz then a sampling rate of at least 6800
should be required for quality in a voice conversation.
Think it was decided to use something like 8000 samples a sec in the 
telecoms industry.
