To control access to specific ports, use a firewall or don't start services
on the ports - an intruder can't connect to a port if there's nothing
running on it. I'm not sure but I think there may have been an early
incarnation of SuSEfirewall included with 6.4 - 'zgrep firewall' on INDEX.gz
on the first CD.
