There is a big difference between Outlook and Outlook Express.
Outlook is the all-singing/dancing PIM/email program that comes
as part of MS Office. Outlook Express is a lightweight email
(and news IIRC) client that ships with IE. While I'm sure they
have some code in common, the feature sets are very different.
Be very careful when comparing them to other apps since you
might be comparing Outlook Express to, say, KMail, while the
person you're talking to might be thinking of the full Outlook.
