no you dont need the whole distro.

just create

.../kates-cool-rpms

then mkdir

.../kates-cool-rpms/RPMS.category
.../kates-cool-rpms/base

and optionally:

.../SRPMS.category

and run:

genbasedir --bloat ... kates-cool-rpms category
