in .gnupg:

keyserver wwwkeys.eu.pgp.net

(or something like that)

.muttrc send hooks such as:

send-hook \
(somebody\@somewhere.org|billy\@william\.com) \
pgp_autosign=yes; set pgp_autoencrypt=yes"

I use "keylookup", the ncurses tool for searching keyservers.  It's nice.
Not perhaps exactly what you want though.  You can add this if you want,
I've never much liked malign eavesdropping governments:
