It's not law.  We can still source PCs from our distributors and sell them
without an OS (just made a couple of phone calls to check).  M$ want us to
warn our customers of the dire consequences of their behaviour, but I
believe Linux is the better option, so I've never discouraged anyone from
buying what M$ call a "Naked PC".
