Doubtful on two points.

First, they launched No Limits in anticipation of flat rate access from 
Eircom. That never arrived and on each and every user that kept their 
modem on every minute they were allowed, ESAT probably spent twice what 
the user was paying to provide the service. In a commercial environment 
that's just not an option. This new DSL service is on unbundled copper 
so ESAT control the playing field this time. They're not depending upon 
future actions of Eircom.

Second, this service is aimed at business users. It's harder to pull a 
stunt like that on a business than to do it on a regular Joe Soap 
consumer. A business is much more likely to get legal on them.
